PCS, PICS, DICRIM: from legal obligation to a municipality that is ready.
The Internal Security Code provides that municipalities exposed to a major risk, and the inter-municipal bodies they belong to, establish safeguard plans. ELISK. supports elected officials in drafting, testing and updating them, so they hold up on the day the municipality needs them.

PCS — Municipal Safeguard Plan
An operational document that organizes, under the mayor's authority, the municipality's response to a crisis: alerting, informing, supporting and protecting the population. Mandatory as soon as a major natural or technological risk concerns the municipality.
PICS — Inter-municipal Safeguard Plan
Introduced by the Matras law, it organizes coordination and solidarity among the member municipalities of an EPCI as soon as a single one of them is subject to the PCS obligation.
DICRIM — Municipal Information Document on Major Risks
Drafted by the mayor, it informs residents of the major risks the municipality is exposed to and the safeguard measures in place, including those from the PCS.
What the Internal Security Code provides.
The obligation applies to the municipality as soon as a major risk is identified there, and to the inter-municipal body as soon as a single one of its member municipalities is subject to it. A statutory deadline governs the preparation of these plans, running from the prefectural notification or from the promulgation of the text that creates the obligation.
